Richard was born in 1831 and baptised in 1833 - a copy of the baptism entry says 13 May but the original says 18 May.
In the 1851 census he was at 10 Stanhope St, Pancras, Marylebone where he was said to be the nephew of William Pople, head of the household (actually a great-nephew). He was aged 19 and apprentice to a lithographer.
It is possible that Richard, and perhaps his brother Francis, who were both lithographic artists, may have worked for or with Robert Mitchell, who was to become Richard's father-in-law. Perhaps Richard boarded with the Mitchells after his father left for New Zealand.
When Richard married Emma Mitchell in 1856, the marriage entry gave his age as full, his profession as lithographer and his residence as Mary St.
Richard was an artist of some note. Page 217 of A dictionary of artists who have exhibited works in the principal London exhibitions from 1760 to 1893 New enl. ed. (London, H. Graves, 1895) says:-
Pheney, Richard. London. 1855-1858. Landscape.
'1 exhibition at Suffock Street, and 5 various exhibitions elsewhere.'
Richard and his family emigrated to New Zealand in 1867. In January 1869 he showed six watercolours in the Institute reading room in New Plymouth, before sending them to the Otago Fine Arts Exhibition in Dunedin. The Taranaki Herald reviewed the drawings very favourably. In December 1969, after his death, a large collection of his paintings was shown in the Council Chambers in New Plymouth.
Richard signed a will on 14 Oct 1869. The sole executrix was his wife Emma, he left everything to Emma for the benefit of her and the children.
His death notice in the Taranaki Herald of 23 Oct 1869 said: "Pheney - On the 21st October, of consumption, Richard Clift Pheney, late of Camden Town, London, in his 39th year." Consumption was the term then commonly used for tuberculosis. Richard was buried at Te Henui Cemetery, New Plymouth, as was his father Richard in 1881. The graves' locations are not known.
After Richard's death, the family returned to England. William Mitchell (Emma's brother) had returned to UK in 1876, and may have seen Emma and the children there and helped persuade them to return to New Zealand. Frances was the first to re-emigrate, travelling alone in 1878 on the Dallam Tower.
